Based on the needs of the rural community or deprived areas, with a legal and regulatory framework, agreements between the shareholders, support from to government to smaller developers, subsidies programmes and private funds, and also decentralization of energy solution´s providers, any plan can empower wider systems to reach an affordable, relievable, sustainable and universal energy access.
